Bush Apparently Doesn't Care
what the fifty state governors think. He's limiting them to two questions as a WHOLE GROUP and they must submit them in writing beforehand.
Apparently Bush believes he's in over his head on state matters (and we won't go into the fact he's in over his head on everything else), so he doesn't want them asking too many questions and not on the spot.
The governors should all boycott the meeting.
