seems to believe the blast at the UN headquarters in Iraq will have political consequences this coming election cycle.

That's possible, only if Rove turns it into another one of those "war on terra" issues. I don't see it actually helping the Democrats' chances because they will be put on the defensive if they criticize the dictator.
