If There is

any good to come out of the recall mess, it's that Proposition 13 is finally coming under scrutiny, especially with regard to commercial properties.

Whatever good there was in that law, the bad far outweighed the good, and the law either should be drastically revised (to help those who are lower income) or abolished altogether.
