John Kerry
is going to formally announce for the Democratic presidential nomination next week, and he plans to use his military background as a selling point. There are advantages to this tactic, but there are also risks.
But if Rove points out any shortcomings of Kerry, should Kerry become the nominee, that would leave Bush's illustrious military career exposed to public scrutiny.
