Conspiracy theorists or cynics might claim Bush got Barney in an attempt to claim the FDR mantle, or dismantle, as it were, because Roosevelt also had a Scottie. He might also have illusions he will serve more than two terms, which is possible since Scalia said there is no right to vote. The 22nd amendment shouldn't be a hindrance, either.
