Just
as the dictator tried to talk down the economy before election 2000 in an attempt to screw the economy before that year's election (and before the Scalia Court gave him the presidency anyway), now he is trying to talk it up in order to shore up those crappy poll numbers.
It won't work, of course, but he has to do something.
