Another Tenant,

Sepp Leitner, said he couldn't understand why his utilities were so high on the flat:

His quarterly bill once reached $660 which was exorbitant for the time and which led to a dispute betweeen Leitner and Fritzl, he said.

It should have amounted to only a few hundred dollars.

Not only that, but Leitner had a dog, Sam, who couldn't stand Fritzl. The dog always barked when they went past the door to the cellar, and he growled at the landlord but not anybody else.

Fritzl had keys to all of the rooms, and tenants found some food items were missing.
