In order to get through the dungeon where Elisabeth Fritzl and three of her children were imprisoned, one had to go through EIGHT LOCKED DOORS to get there, including three metal and electronically locked doors. The main door weighed half a ton.
It is doubtful there were any accomplices in the building of the cellar. It would seem Elisabeth and the older children were forced to help build the prison.
