Nitwit Arne Duncan wants to semi-privatize public schools which are "failing" by getting rid of those rotten teachers and principals and replacing them with more rotten teachers and principals.
Never mind the fact these schools are from lower socioeconomic areas, with transient populations and unstable homes. Schools can't fix what is broken at home.
Moreover, it should be far, far easier to fire administrators than it is. Right now it is almost impossible to get rid of them, no matter how mendacious, corrupt, or simply incompetent they are. Instead, teachers are targeted and thrown out, especially if they are over 50.
