It depends on what you want for the crooked New York public school system to call its policies effective since it has been under mayoral control.
The system is a complete disaster, but what is happening there is happening or will happen in almost every school district in the United States.
And if the New York "system" isn't disconcerting enough, Arne Duncan is sure to piss off anybody who cares about education.
