Tell Me WHY, Senator Shaheen,

states like California, Nevada, and Michigan, which suffer from astronomical rates of joblessness, have their EUI benefits held hostage because 4-percent unemployment states like North and South Dakota have to be catered to under some notion of "fairness"?

It's NOT about "fairness," for cryin' out loud--it's about NEED. Lower unemployment states have less need for federal help because their unemployed are more likely to find work.

Why is that so hard to understand?

Edit: Supposedly the legislation will pass this week. It has bipartisan support.

Obama and his aides are trying to find ways to fix the tattered safety net.
