Why am I not surprised about the tyrant from D.C.'s latest proposal? She plans to get rid of teachers who have experience and replace them with the cheapie temps, so of course the National Board Certification would be seen as a waste of money.
I personally believe the certification IS a waste of money for teachers, but the reason they do it is they get paid more on the salary scale if they pass it. And Michelle Rhee can't have that.
