Those who think teachers should be paid more are welcome to donate money to the cause (through something called an Education Gift Certificate). But the state's role in education will be reduced and authority given to local school districts. (For the record: The Nevada Constitution gives the responsibility for education to the state, not the "parents, teachers and communities" cited by the governor.) And teachers would lose their right to collective bargaining because, according to Gibbons, teachers are getting in the way of solving the schools' problems.
Never mind the unions are completely ineffective in Nevada and are little more than subsidiaries of the school districts.
