Recess is NECESSARY because kids cannot sit still for any substantial length of time. They have to burn off the energy. There shouldn't be anybody orchestrating it; kids can decide on rules and such, as long as others aren't physically hurt or bullied.
By the way, apparently this school needs a "recess coach" because the teachers are too busy preparing to teach to the tests.
