What I would like to know is if there is a "program for improvement" for principals, who then could be fired for being lousy.

At least in Providence, Rhode Island, the school board there did away with unions for administrators as they don't have collective bargaining rights.

There is only one reason why supervisory personnel would need a union, and that's to guarantee they never are removed from their jobs and continue to get big salaries and fancy perks for themselves.

As an article noted that it was relatively easy to fire principals before the gutting of the protections, but that in 35 years it had NEVER been done.

Teachers, like all rank-and-file workers, need REAL unions to level the playing field against administrators, who are at an unfair advantage by virtue of their positions.  Administrators having a union rigs the process in their favor even more.

I am completely in favor of abolishing collective bargaining for school administrators.  They don't need it, and given how bad most of them are, they need the fear of easy termination to clean up their act.

A Florida teacher won the legal battle when she defended herself against an unruly student, but I suspect she will lose the war with the school district and be forced to retire.

She is already 64, a prime age to be "counselled out of the profession," as kicking teachers to the curb is delicately put.
