it is the Obama-sponsored Race to the Top nonsense. It is putting impossible demands on schools and administrators, and they are both overwhelmed with paperwork right now.
And that isn't even including the fact administrators overall are the least qualified people to judge teachers being failed teachers themselves for the most part.
The state of Tennessee is in a state of confusion since receiving Arne's "award."
