What is being ignored, of course, is the role principals have in destroying careers and they in turn have utterly no accountability for their actions.

Through a Joyce grant, and additional funding from the Bill and Melinda Gates Foundation, NCTQ released State of the States: Trends and Early Lessons on Teacher Evaluation and Effectiveness Policies. This report indicates that Vermont doesn't require any of the "ambitious evaluation plans" mandated by the teacher quality quantifiers:
made policy changes related to teacher evaluations 2009-2011
require annual evaluations for all teachers
require that teacher evaluations include objective evidence of student learning
specify that teacher evaluations are to
be "significantly" informed by student achievement/growth
equire that student achievement/growth is the preponderant criterion in teacher evaluations
require teachers to be eligible for dismissal based on evaluation results
Other state requiring none: Iowa, Kansas, Kentucky, Missouri, Montana, Nebraska, New Mexico, West Virginia.
States that require all these things: Colorado, Delaware, D. C., Florida, Louisiana, Nevada, Oklahoma, Rhode Island, Tennessee. See anything familiar? Such as recipients of big money from the Gates Foundation and from the US Department of Education?
Needless to say, Vermont's request for RTTT funds was turned down.
