Of course WCSD used a different "accounting method" to measure how many students were dropping out than in previous years; therefore, Heath Morrison can claim dropout rates suddenly "rose" under his watch. However, it isn't much better than an outright lie.

That is the kind of double talk attorneys are good at. It's totally misleading to insinuate that students, many of whom are transient, suddenly got interested in their studies and decided to graduate instead of admitting you cooked the books to make it look like you worked miracles as a superintendent.

You'd hope CMS's board will see through this obvious sleight of hand.
