James Masias most recently served as chief financial officer for the San Diego Unified School District. During his Residency, Masias served in the district as the deputy assistant to the chief administrative officer. He also served as director of finance for Denver Public Schools. Prior to joining the Residency, Masias worked as a business strategy consultant in the areas of finance, outsourcing and operations management. He was the director of finance for a Fortune 500 telecommunications company, Qwest Communications International. In this role, he managed a $1 billion financial plan for Information Technologies, including targets for capital, expense, headcount and key technology initiatives. Before joining Qwest, Masias worked in city government in the Finance and Budget Office for the City and County of Denver where he helped manage the finances of Public Works, one of the city’s largest agencies. Masias has served as the vice president of education for the Denver Chapter of the National Society of Hispanic MBAs, as an Advisory Board member of the Latino/a Research & Policy Center, Denver, and as a board member of the University of Colorado at Denver Alumni Association. Masias holds a bachelor’s degree in business administration, a master’s degree in public administration from the University of Colorado at Denver, and a master’s degree in business administration from Regis University. Masias participated in The Broad Residency in Urban Education Cohort 2006, serving his two-year Residency in San Diego Unified School District and Denver Public Schools.

He is not without controversy. From two years ago:

There has been a shake-up within the San Diego Unified School District. 10News has learned that the top man in charge of the district's finances has been placed on administrative leave.

School might be out for spring break, but there will be a school board meeting at district headquarters Tuesday. It is expected that the removal of the San Diego Unified School District's chief financial officer will be a hot topic when the board goes into closed session, 10News' Allison Ash reported.
James Masias has been at the center of San Diego Unified's budget storm. As chief financial officer, he is in charge of the district's $1.2 billion operating budget, and the $79 million the district is now forced to cut.

But now Masias is out of the picture. Sources told 10News he was placed on administrative leave because of a "personnel matter" that was "triggered by complaints" from district employees.

He eventually resigned from the district. It appears he was under a great deal of stress:

CAVANAUGH: Ana, when did James Masias – when was his resignation announced?

TINTOCALIS: It was announced about – well, we got reports that he was put on paid administrative leave about two weeks ago, and that was very unexpected and we were all kind of scratching our heads. We reporters were kind of scratching our heads. And so that’s when speculation started to spread, you know, was he doing a bad job? Did the school board have issues with him? And that was quelled. Those questions were settled when San Diego Unified School Board President Richard Barrera did go on record to say that he was ruling out that this was a result of Masias’ financial analysis as the CFO or the credibility of his numbers. He also ruled out that this had anything to do with Masias’ performance as the CFO. But he did hint around that Masias’ office and he, himself, had been under intense pressure over the past couple of years because of the deep budget cuts that the district was – is experiencing. So that’s why many people believe this might have to do with just the stress of dealing with what is happening in Sacramento. Because when you really look at it, these are numbers but these are lives, literal lives, that are being impacted, you know, and this – whatever might happen with the budget might very well shape the future of a young person, so it – there’s big – there’s a big burden that comes with the job.
