That's entirely the point: Private schools, whether they take taxpayer-financed vouchers or they take taxpayer money and call themselves "public" charter schools, aren't supposed to be held to any kind of standards of accountability.

It's called theft or bank robbery much in the way the crooks are stealing from the public in other ways.
