Bush helped lay the groundwork for education "reform" (actually begun in the Reagan years with the fake A Nation at Risk), but it took a "Democrat" to try and undo 200 years of public education in the United States.
Obama was the neolibs' puppet, and the minute he and Duncan were in there, all hell broke loose against public education.
It was literally overnight the dismantling or attempted dismantling began.

Good or great teachers have always been shitcanned in public ed, but "reforms" are accelerating the trend in an effort to cut down on salaries and especially pension payouts.
That's what it is all about.
