This principal might actually be "set up" to take a fall if the school doesn't "improve" those test scores, high transient rates notwithstanding.
There is very little any administrator or teacher can do about it--in fact, there is NOTHING they can do about high transient rates and the lack of learning with students. If they don't stay in one place, very little learning can take place.
Nevada has always been notorious for high transience.
