This is an article from SSA which tries to make the case for continuing the theft of Social Security from government employees from non-SS-paying states.
The shit regulations need to be thrown into the garbage can. The penalties were put in during a time when it was assumed these people worked for 25 or 30 years for one agency and got "huge" pensions, or, if they avoided the penalties, assumed people who did so worked in one SS-covered job for 30 years.
