If that weren't the case, the governor and other political hacks wouldn't be peddling debunked and discredited ideas like charters, vouchers, gutting the few protections teachers have, and so forth.
Instead, they would be funneling the money to hire more classified staff so that teachers don't have to do playground/cafeteria duty, spend hours and hours on photocopying assignments, and not have to do everything themselves when an assistant can be readily available.
At least in Oregon, classifieds are employed to help in those areas so that teachers can do the jobs they are hired to do, which is to teach students, to evaluate students, and to plan lessons.
