Since there is a compelling public interest in keeping sex-segregated facilities because of the unfortunate tendency of men to harass and rape women, of course those facilities will remain sex-segregated.
Men in dresses are not women--they are men and have no business practicing their fetishes to the point where they infringe on the rights of others.
