If the dude had bothered to read Governor Brown's order, he would have had second thoughts before making a public spectacle out of himself and those rebels without a cause.

It is only if social distancing can't be maintained outdoors that masks are required.  If you are just out and about working out or walking or hiking or running or bicycling or whatever you like to, the mask requirement doesn't apply as long as you maintain social distancing.
