Biden didn't renege on his promise regarding student loan forgiveness.  This is the insinuation of this article.  He is waiting on the Department of Education's take on the matter.  This is why it isn't in the budget.

In truth, this is about how politically feasible it is.  Biden can forgive student loan debts and has done it already with some people.
