Fritzl Again.

Former tenant Dubanovsky claims he saw one of Fritz's sons enter the cellar where Fritz's daughter and her children were held captive.

Alfred Dubanowsky said he rented a ground-floor apartment at Josef Fritzl's home from 1995 through 2007. He said there was a verbal agreement between Fritzl and the house's tenants that they were not to enter the cellar or the garden or photograph the premises or they would be kicked out.

Police said Monday that Fritzl also made clear to his wife and children that they were not allowed to go into the basement.

Fritzl has confessed to keeping his daughter Elisabeth in the basement for more than two decades, where he repeatedly raped her and fathered seven children with her -- six of whom survived, police say.

Dubanowsky said he saw Fritzl's son, also named Josef Fritzl, enter the cellar. He also saw the elder Fritzl enter the basement frequently at night.

Once when he asked to talk to the younger Fritzl, the older man told him his son was working and "not to distract him," Dubanowsky told CNN's Frederik Pleitgen.

What the hell? There was no deception too outrageous for this "father" to pull, even on his wife:

DUNGEON perv Josef Fritzl pretended to be the daughter he imprisoned for 24 years in a phone call to his wife, it emerged today.

Fritzl phoned his wife Rosemary in 1994 – at a time when Elisabeth had been locked in the cellar of her parents’ home for 10 years - without her mother’s knowledge.

Sick Fritzl, who fathered seven children with his own daughter, faked Elisabeth’s voice and asked his wife to look after one of the kids who had been placed by Fritzl on their doorstep.

Meanwhile, someone has come forward with a claim he saw another man to into the cellar. Alfred Dubanovsky said he saw a plumber once go down to the cellar.

Dubanovsky also recalled Fritzl said his house would someday go down in history.

lived at the Fritzl place for 12 years, noticed Josef Fritzl was hauling food in a wheelbarrow, heard strange noises at night, and abided Fritzl's edict about not going anywhere near the cellar, yet Dubanovsky didn't do anything about it.

He says he will regret doing nothing for the rest of his life:

"He used to take food and shopping down there in a wheelbarrow - always at night. At other times I remember I could sometimes hear a knocking from the cellar that I couldn't explain.

"I never in my wildest dreams thought he was behind anything like this. He spent every day in his cellar but I thought his behaviour was pretty normal."

He added: "He would fly into a panic at the merest mention of the police or the law. When I moved out there was a dispute over who should pay for repairs to a door.

"I threatened to sue. He went pale and caved in immediately."

It also emerged today that Fritzl, 73, first applied for planning permission for a cellar in 1978, saying it was to protect his family in case of nuclear attack.

The kicker is the government not only allowed him to build a cellar, it allowed him to put rooms in it in 1983. In other words, the authorities granted him permission to build a den to rape and torture his daughter.

Unbelievable.
