It
doesn't matter whether testing is fair or accurate in measuring students' progress. What matters is that the testing industry will profit immensely from the bogus No Child Left Behind Act. At least that's that the administration was hoping for, but it is an area where it is hard for businesses to break in, as it is hard to find people capable of designing tests and measuring them for validity. What is worse is the tests are often error-prone, and students who fail them and thus fail to be promoted or graduated actually should have been.
This in addition to the tests, often administered under time contraints, don't measure a goddamned thing.
