is because there has been the rise of an ideology which says all public institutions must be abolished because they are public. The reason for this ideology is that it is backed by the very interests that benefits more from the public good than everybody else, but they don't want their tax dollars going out there to help everybody else.
In other words, it is an ideology based on pure greed and selfishness.
