especially in a state like Texas with no tenure that I am aware of and few or no rights for teachers.
In theory, the school board could overrule the hearing officer, but then it would be likely subject to a federal age discrimination lawsuit, and not just an administrative appeal. Age discrimination to make room for a younger, cheaper teacher was REALLY what this whole thing was about.
The principal decided to take something that wasn't worth more than an oral reprimand and tried to intimidate the teacher into resigning or likely retiring by putting forward a recommendation for dismissal, thus negatively impacting this teacher's pension benefits. The principal should also be removed or reassigned, but nothing will happen to this person, of course.
The teacher will be reassigned to another school if the board does what it should do, as it was obvious the principal had it in for her.
