WCSD is hellbent on being sued in federal court if they pull this mandatory uniform shit districtwide.
There is no evidence at all it is effective but instead is just a convenience for administrators.

The Cato Institute was founded by the Koch Brothers and their ilk to have ideological cover for their desire to not pay taxes for ANYTHING.
It's really as simple as that.
The Post Office is having problems because of what CONGRESS has done. Like every other goddamned thing Congress has pulled in the past thirty-plus years in the name of neoliberalism which fucks it up for the American people.
Congress is just worthless.
