From 2012 is this opinion piece about the problem of nepotism in public education.

As I said, the "reformers" are not interested in this because anything they offer exacerbates this serious problem.

I am sure there is some nepotism up here in southern Oregon schools, but I don't believe it is widespread. What the districts typically do is hire teachers from the substitute pool, unless they have a high needs area position they need to fill. The process of getting hired can literally take years up here, thanks to a glut of applicants.

It also doesn't help that they tend to use retirees to double dip as substitutes. That shouldn't be allowed.
