Since "good teaching" is a subjective concept largely based on one's biases on pedagogy and the teacher in question, no "reform" will ever address these facts.
Besides, the problem in education isn't with teachers--it's with the people running the schools. Outside evaluators are a complete waste of money and will not be objective because they have their own pedagogical biases. Besides, hiring them takes away the power of hiring and firing teachers from principals, and inadequate principals, not teachers, are the problem. Principals will never give up their power without a fight.
