More About the Perils of Pedro

Pedro Martinez is completely unqualified to be anything other than an accountant or chief financial officer of a school district, but that didn't stop the Board of Trustees one bit. The board is advised by a lawyer who is there at their meetings, one Randy Drake, the head of the legal division. Didn't he advise these clowns about the Nevada Administrative Code regarding the requirements of a superintendent having to have at least three years of teaching experience to get an endorsement?

Oh, yeah, he did, because there is a loophole in the law that as long as you delegate the work out, you are "qualified":

A memo from the district's legal counsel Randy Drake shows there's another statute allowing the board to hire someone who isn't licensed as an administrator - as long as there is someone licensed on staff to oversee academic programs.

Well, wait a minute. Martinez was supposed to be over academics as I recall at Clark County, so why in the hell did he even get the job in the first place? It sounds like he delegated THAT job and was basically a figurehead.
