When you're a secretary of education, you aren't supposed to have a background in education. You can have a degree in a "soft science" like sociology, and as long as it comes from Hahvahd and you're a basketball playmate of the president, then you're qualified.

It isn't just his stupidity that's bad, it's the fact he is doing the bidding of the privatizers and destroying the very thing he is suppose to support.
Speaking of failing up, remember when I wrote a few days ago a Washoe County School District's lawyer claimed incoming sup Pedro Martinez is actually qualified by statute to work as a superintendent despite having NO teaching or administrative license because of a little-known Nevada administrative statute? Come to find out, it appears there is NO statute AT ALL that makes it legal for Martinez to work as a superintendent in the state of Nevada.
